When I turn on the car edc is on

Just like the title says...

When I start my car it defaults to edc being all the way on the toughest setting.

Anyway to change this so it stays off when I start the car???

Yep, go into the "key setting, push option from M menu where you will find Power, EDC and shiftlight available to set for start up

Correct answer above. Also, crack open the Owner's Manual and M3 Supplement someday. Lots of other cool stuff you'd be unlikely to discover organically and that would spare you having to ask questions here.

I bought my ///M used. It did not come with an owners manual

Don't listen to 'Flying Squirrel'... it's time to sell when you wear out the DSC button after having to switch it off every time you start the car. These irritating Bavarians and their multiple drive modes...

If you create a free account on the My BMW website, you will get all of the owner's manuals and supplements via PDF from there.
