Fan doesn't Turn on

I've searched and can't come up with anything.

08 M3, Fan doesn't turn on.
I checked codes, I get 27b8
I used bav tool to try to turn on my fan, nothing happens
I took the fan out, plugged it into a friend's 11' M3. Works Fine.

Wiring all seems OK.

Fuse (40a) I believe #88 is Fine too. I swapped fuses just to rule that out. Made no differences.

Anyone come across a similar issue?
