A/C Issue

Just started having this problem this morning. got in the car, started it up, warmed it up then started heading to work. when i turned the heat on, i noticed that the vents sounded like they weren't opening. the AC sounds like a vacuum cleaner. when i turn the temperature down to 60, the vents open up and blow fine. when i put it in any kind of heating, the vents close and dont re-open(?). im able to get SOME heat, but not a lot. its defiantly hot in temperature. Anyone have this type of issue of the vents not opening in heating, and the AC sounding like a vacuum? is this actually a low refrigerant issue? is there a damper inside the airbox that has a fuse or something like that?

Also, floor is not wet. all dry inside.
