CC ID-31 increased emissions

I've cleared it and it keeps returning. Is it safe to say it's a failed O2 sensor or the cat?

Just got the same code too. Car runs perfectly normal. Checked the gas cap and it's tight. Any ideas?

In my case it was a messed up on 02 sensor wire by the connector. My car is lowered and I drove over some parking spikes which molested the bottom of my car and damaged one of my 02's.
