Will NJ issue temp tags with only a bill of sale?

So I bought a car out of state and the owner paid the car off but needed to register it in his home state of TN before I could buy it. Turns out (verified by TN folks in the know) the process can take a few weeks to get the new title. If he was keeping the car the DMV would issue him a temp tag but not me the buyer. Does anyone know if NJ will issue a 30 temp tag with a notarized bill of sale while I wait for the title?
