A paint correction and prep(polish & clay bar) is always best but it isnt mandatory. The polish will also remove any hard to see marring, swirls, etc. that you cant easily see. At the very least you should do a decon wash(soap specific for this purpose) to remove some of those mentioned contaminants. Then, apply your coating of choice.
