how do I put the tape behind the steering wheel back
Was replacing a few things on the steering wheel. when I finally got the steering wheel off, a greasy tape and spindle came out as well. attached.
I have looked at a number of videos online but none of them show this tape like thing. Any ideas? |

That's not "tape..." It's the clock spring ribbon. I would suggest just getting a new one.
