Question on SAS valve

Was about to just give up on this, but my stubborness finally got me somewhere.

How easy should these be to blow open by mouth? I've cleaned both and put everything back together (without taking off the manifolds) and I'm getting bank 1 insufficient flow. The real catch is that the system sets as OK, but ONLY when I put carb cleaner in the valve and blow it through before starting.

Does the carb cleaner change the reading? Is this maybe a lazy o2? Should I just replace the damn bank 1 valve? I'm starting to think it's the valve rather than carbon buildup. It's clean and I can blow through, but maybe the diaphragm is just damaged.
