I know this has no primary cats, just confirming that this version has no secondary cats in the rear portion? I guess those are just two sets of resonators.

At 33% of the cost of a new one, price is aggressive any way you look at it.

Especially considering it's not like brake pads or tires that wear out quickly and will need to be replaced regularly within the average life expectancy of an M3. Additionally, this is a unit manufactured by one of the highest regarded aftermarket BMW tuners.
