We took apart the vanos twice already and check the timing and it seem fine but keep getting bank 1 intake stuck at maximum spread. We have no idea what it could be.

We swap actuator and the fault stay at bank 1

seriously run a vanos sweep test, and if the min/Max values are incorrect, you have a bad vanos unit, or a bad actuator. since you swapped the actuator already, my guess is a bad vanos unit.
Hate to spend $1500 on a unit and not sure if that's it. Car has 20k miles.
Then sell the car if you don't want to fix it. Pretty simple solution.
