Does anyone know what this shiny stuff is? Thinking it’s like a bad coating the pevious owner added maybe.

When I scratch it off it’s matte under so not sure what’s the shiny look on it is.

Any experience from anyone?

Perhaps try a steam cleaner with no chemicals. It can be a small hand held unit. Maybe that will loosen it from the surface.
It looks like cheap interior "cleaner" that you'd get on a car when buying from a dealership.

Use a degreaser and microfibre cloth to remove. All interior black plastics like that should be matt, not glossy especially the dashboard. If a dashboard is shiny it will reflect in the windscreen and is off-putting.
I'm in agreement with the others here, that looks like some greasy "protectant". White vinegar on a microfiber cloth would get rid of it quickly and also eliminate any scents. Follow up with a decent interior detailer; Gyeon or Nextzett are my go-tos.
