I was under the impression it was a tall fence but there was no "roof" over the walkway. Otherwise I am at a loss on how the rock got thrown, that was a sizeable rock.

There were several news anchors on the overpass the night of the incident. 35lbs, tossed 9' in the air, with a forward momentum to cover about 2' more to reach the apex of the cover and then gravity takes over. Impressive feat of strength if nothing else.
