It varies state to state (and maybe even city to city), but I remember when I was in college at Berkeley it was $15 -- then I moved to Austin and here it's $150.
Although there was some fluke with a law rewrite recently so that it's now still technically an offense not to have front plates, but it's no longer a
punishable offense, so you can get cited but there's no fine anymore!
