Fair cost for reupholstering interior leather

Took my car to an auto upholstery shop in Reseda-SoCal for a quote. The owner quoted me:
$300 for center armrest
$500 for steering wheel
$250 for E brake
$150 for left arm rest
$600 for driver seat (only 1/2 the seat so, where my back is)

Is $1,800 a fair deal? He says his prices are non-negotiable and that it takes 10 hours to do the steering wheel alone. 3 day turn around for everything.

Yes fair if he does good work. A new steering wheel from BMW is over $1k now.
