if one wants to do a Stroker motor, is it more cost effective to buy a stroker motor complete from a site like Carbhan or to buy a kit and then have a shop do it separately?

If you've blown your old motor, maybe quicker and cheaper (considering labor) to just get a built stroker motor.

If your current engine is fine, I don't see how buying a whole new engine will be cheaper.

I've only emailed a few people but from my very little digging I found the dinan motor to be somewhat of a deal.

I meant cheaper than purchasing a kit and having a shop handle all the machining and labor.

or buying the stroker engine ready from a race shop.

engine is intact, just very ready for more power.

If I were to do it all over again I'd probably go with Carbhan. Cost is about the same but probably you'd get the engine quicker. I'm not sure, however, if the trade in motor has to be in good working condition or if one with, say, spun bearings/damaged is acceptable.
At any rate a 4.5L Carbhan with FI would be sweet!
