(I'm not sure if the law in California allows me to release interest in these plates and have them transfered over to someone else, but if it is possible then let's do it. If not then just disregard this post.)

According to DMV'S Website, located at http://www.dmv.ca.gov/vr/vr_info.htm#BM2517 it does say:

Will I be able to give these plates as a gift?
Yes. You may give a Special Interest License Plate as a gift.

So therefore these plates will be offered as a gift only, with acceptable donation...
