Break Pad Contact with Rotor

When I was installing my MS wheel spacers, I noticed that the front rotors have constant contact with the break pad...you could hear the contact when spinning the rotor...not sure if the rears are the same since you can't spin those when the car is on the jack...

Is this normal?

It's not unusual to have light brake pad drag. When you're driving the rotor pushes the pads back slightly so there is minimal drag. You need to have the pads as close as possible to the rotor for best stopping power with minimal pedal travel. The rear brakes are typically the same.
