Failing actuator(s) won't cause engine destruction like bearings would, so they can be replaced preventatively at your convenience. Cost for new oem parts is around 2k, job is very diy friendly or about 2 hours shop rate.

For rod bearings, the cheapest shop I've seen advertising the job is around 2k for basic stock replacement parts. Would suggest budgeting $3k+ for upgraded parts and job-experienced shop labor, plus a contingency budget for additional "while you're in there" parts.

Dealership costs for these jobs would be significantly more, and I wouldn't recommend them anyway.

New engine or not wont drastically change the value. It makes it easier for the seller to retain a higher sell price, since the buyer will have very little bartering fodder. I think 32-35k with the new engine would be a fair value.... 39k not so much. Worse part is a new(rebuilt) S65 doesn't guarantee trouble free operation. The rod bearings could spin again in very little miles. Also if youre gonna shell out 17k for the engine id keep it. At least get your money out of the car before selling.

I honestly don't think the car is worth that much even with a factory rebuilt engine ( I wish it does.)

My '08 has 27k miles, original owner and as perfect as the day it left the factory with new leather smell. And all I got on a trade was $25k at a BMW dealership no less. Mercedes dealership actually offered $1k more. A blown car, I suspect, will get no more than $10-12k based on how little the market thinks of the M cars.
If I were in your position, and if the $17k includes labor from a dealership, I would definitely take that route. I am going to get an M2 but plan on keeping the M3 hoping someday in the distant future it will be worth something. Cars are cars, there is one constant. They depreciate. M cars are no different...

Is there a way to determine if engine is used or rebuild? If it's new, then it must be. I don't think BMW will play with this.

One thing is asking price and another is selling bottom line selling price. Our cars really depreciate and 2008 are 8 yr old car pushing 9 and still not rare enough to think about those prices. My 2 c. Sorry man.
If you are happy with the car, as it feels you are, take the "new" engine deal, fix the car and enjoy it. But if you can sell the car, no engine, for good $$$, go ahead and do it. My guess is that you will get 12-15k. You make the decision. We suggest. You can get a 2008 for 30 -35k with 40- 45k miles. Again I will go with the new engine deal but it's your money. GL

You are getting a little bit of goodwill with the reduced dealer prices. You probably could not do any better buying a used motor and paying a shop to swap it. I agree with the max $35k value after the swap. Since it's worth maybe $15k now, BMW'S offer is worth taking.

All of the available replacement S65's in the US and Europe are remanufactured. There are absolutely zero new engines available anywhere.

I have to disagree with you. There are far more of these cars in the bay area so the idea that its more valuable is actually counter to the supply and demand in your area. Take the good will and move on is what I would do. I bet you are one of the last 2008s that will get anything out of BMW NA.
