Probably custom, looks like a VRS widebody bumper but the middle/exhaust section is OEM. Someone tried tracking it down before and it was determined to be a custom job from a shop in Japan:

it's custom, I had the same done through JGmods back in the day but all it is is cut, move/shape plastic, bondo, glue a plastic grill to the hole. I bought a generic grill "piece" (on amazon or eBay) similar to the front bumper honeycomb grill and cut to the shape of the vent

If you're gonna cut a vent, at least align it to the two accent lines on the bumper. Right now that vent above just bugs the heck out of my OCD.
