What is this black thing underneath front bumper

These are not air deflector. There are two flaps by the wheels for that.

These are Electromagnetic interference shield. That is why they have the wool cover on it. It;s to shield harmful Electromagnetic interference from leaving the car or entering the engine compartment area.

They hit the pavement before your CF splitters or your front bumper...which are of greater value...they also attach the front of the fender liner to the bumper.
