Agreed - my buddy ran NC plates on his car and got ticketed in the district. When he argued, the response was that he needed to have a front plate in dc regardless of where he came from especially given homeland security concerns.

I believe the MD statute reads "failure to display front and rear" because that is the requirement. I.e. you are in violation if you only have the rear, as the requirement is front and rear.

Also, they could ticket you from a state that issues only 1 plate, but that would more than likely be thrown out if you showed up to dispute it.
