e93 Front license plate bracket install

Anyone know how to put this thing on?

I recently imported a car from the US and it had no front plate bracket, I was looking around the trunk and in the compartment where the flat repair kit is there was a OEM front plate bracket.

I've searched this site, others, Google and even youtube. I can't figure out how this thing mounts to the bumper or if there is something missing.

It seems like the bottom clips into the hole already in the bumper but do I need to drill holes or is there something missing from the kit for the upper part? See pics below, this was all that was in the trunk.

Is should just use the two clips on the bottom. But if you check under the first aid compartment in your trunk, where the to hook is, you'll find some sticky pads to put on the bracket to keep it from rubbing.

So no drilling into the bumper for the top bit?
