Were these wheels repainted? Looks like there's curb rash under there and the color just looks a bit off/less metallic/faded than normal..

I saw this car for sale on California Craigslist section and it was listed as having Black Volks on it. I am willing to bet that they were refinished but maybe he can chime in.
