Emission inspections waiver in MA

Am I reading this correctly from Mass RMV that my 08 M3 no longer has to pass emission testing? Not that I am going to, but could I run test pipes now?

- Vehicles with onboard diagnostic systems manufactured after model year 2008 must pass an annual emissions test.

It’s 15 years in MA to become emissions exempt. Still needs to pass safety inspection but it is not plugged in
