Question: Does M2 effectively reduce my blood alcohol level to 0?

I was told that with the completion of M1/M2, your blood alcohol level allowed is effectively reduced to 0, even if you have full G license. Can anyone confirm if this is true?

I understand the part about being absolutely sober while riding, but how does this conflict with me being in a car and having a glass of wine.
