It was belt slip. Bought a better belt and no more slipping.

Oh no way. Did you find the leak via dyno or did it feel like the car was underpowered?

Underpowered. Found Copious amounts of belt residue around the pulley. Boost wouldn't go pass 5.4lbs. Fixed the belt, pushing 9.5lbs consistently now.
