Whining Noise BMW 328i 2009

Hi everyone, sorry newbie here!
I have a 2009 BMW 328i and I'm having a whining noise coming from the engine and it was like when I bought it, I decided to take it to the mechanic and he changed the tensioner and the idle pully and the sound still there.
I took it to another mechanic and he said it might be the alternator pully or the power steering pulley or pump not sure.

The noise is there all the time when you drive or when it's idle.
I attached a video from inside and from outside just to see if anyone can help me identify it, thanks for the help in advance.
FYI 145,000km mileage.

This is the M3 section, might want to try in the standard series section mate.
