Can I fix this?

I was removing the reflectors last night and some of what I think is clear coat peeled when the reflector came off. Is this something I can easily fix and how?

I've searched the web and somethings indicate clear coat is hard to fix, also seen posts about touch up stuff like Dr. Colorchip. Would this help in this situation? Any input as to how I can fix this would be appreciated! Jerez Black is the color btw:

Thanks for the input, what appears to be swirl is not in swirl patterns but more like tiny lines in the clear coat probably caused over the years as the car has been washed/dried so they are over the entire car when looking closely. They are only visible under direct light.

I'm trying to keep the clear coat peeling from spreading in a decent fashion but without having to go the extent of re-painting the entire bumper because of an area that is about 2-3 sq inches.

I've reached out to a few body shops for opinions/quotes so we'll see how that goes.
