Throttle body cleaner, brush, q-tips, rags/paper towels, and a little patience.

Some have taken the assemblies off the engine and went to town on them

I took some rags and stuffed them underneath the butterflies one at a time. Soaked q-tips in the cleaner to get the edges and brushed the excess. You can let the excess drip down but I've heard stories of fouled O2 sensors after cleaning and not attending to the residuals.
