Fascinating thread. Quick question up front first: Are both dyno runs from RPI done with the fan? I would assume so, but couldn't find any verification in this thread.
I had RPI scoops on my Z4 M Coupe and they undoubtedly worked. I could literally feel the difference at high speeds >70mph. All of a sudden 3rd gear didn't sound so constrained near readline, and 4th gear was clearly more alive. Never did any runs or dynos though, so all this is butt dyno fwiw. The Z4MC intake is a sealed system btw. So the rammed air from the scoops is trapped. Further, on the Z4MC discussion boards I've never seen anyone doubt or discount the workings of the RPI scoops. But for the M3 it's different due to its open airbox design, as many have pointed out in this thread. On the M3, the ram effects are probably most significant in the front of the car, i.e. from the drivers side "foglight" inlet + the RPI scoops. Together, these two inlets undoubtedly produce more pressure than from the inlet on the top of the hood where most, but not all, of this extra pressure from the front is probably just blowing back out instead of being trapped inside the air box. So why not just block/seal the inlet from the top of the hood? Or even better...insert a valve into the duct to top of the hood and which close until the airbox pressure exceeds the pressure from the top. I understand there's a number of other practical issues to deal with such a water drainage and how/where to install the valve, if at all. But just my 2c and curious about your thoughts.

Wow reading this thread in 2015 makes me want to go back to 2008 and pull Sticky's foot out of his mouth and slap him. How someone could be so oblivious to those asking for some more facts to support RPIs claims, while justifying it with what I could only consider at his mouth moving with nothing useful coming out of it other than believe me and rpi with no proof because it works on an M5 is beyond me.
