New bumper install help

So I finally got around to installing my new aftermarket Aeuroplug front bumper and I’m having some problems getting it to line up with the fender so it’s flush and has a minimal gap. I was hoping maybe someone here could give me some insight. I think there must be a way to “tuck” the bumper to the fender so it feels more flush. Help!

Its really simple, and doesnt have much room for adjustement. post a pic of the issue.

there is a metal bracket above the fender that the 2 screws thread into, maybe that metal bracket is moved out of place? otherwise its just a matter of loosely threading in the screws, pushing the bumper in flush, and tightening the 2 screws.
