Exhaust tip paint is failing. Help?

Bought the car a few months back and the paint applied to the exhaust tips is flaking quite a bit. Any suggestions on how to get it all off without dropping the muffler and/or damaging the chrome underneath? It looks like the chrome is still in decent shape by the looks of it.

It's definitely a high temp spray like roastbeef said. I would ask a muffler shop what they would do to remove it or buy roastbeef's tips.

I had this done to my e90 muffler can it looked the same as day one.

no need for an exhaust shop, just drill out the rivets, and replace.

drill the rivets out, sand down the exhaust tips with 400 grit sandpaper or steel wool.
Repaint them with high-temp primer and high-temp black spray paint. It's an easy fix if you don't want to spend the money on OEM black chrome tips. But I think OEM black chrome tips are way nicer.
