No, you don't need to purchase 50 dongles lol
You can use this Carly adapter along with the app for alot of models and MY's.
Heres an small example attached to this post.

If I understood you correctly, you mentioned taken away from another owner, if this means stolen car checkup, then absolutely yes.
You can check with Carly if your desired car, is in real life an stolen car.
This offers Carly as an in-app festure and it is called:
Pre owner check that contains the submenue VINcheck.

"Yep, as long as it is an normal stored error, it's possible to get it erased with Carly"

"There aren't any errors known, that Carly couldn't erase."

It sounds to me like they just mean clearing the error and not permanently disabling it. So it would reappear every time you start the car again.

It is stated at their website.
Anyhow it does read all parameters same and more , as the dealer tool, wich means with Carly you do indepth diagnosis, reading & clearing codes, hidden feature-, idrive coding, professional personal trouble assist, PRE owner CHECK, stolen vehicle check and a billion other things, that I would recommend you to check out using the forum search function.
