My lease is ending in 2 months and I was considering purchasing my 2013 e93. Does this mean I won't be allowed to buy it?

If it has not been repaired yet, and the stop sale is still in effect, then yes, that is what it means, you cannot buy it from BMW. However, they have been working some very nice deals to keep people in their leased cars, extended leases with reduced monthly payments and the like, so you should look into that with the dealer.

I have a 2013 E92 M3 - it is part of the recall. My lease was up 7/18/16. I entered into a new lease for 1 year with a drop in lease pmt of $150/mo. Once the car is fixed I can buy it or get out of the lease early so long as get a new or CPO BMW on a lease or finance from BMWFS. In addition, I get a $2,500 loyalty credit towards a new or CPO BMW once the bag is fixed. When they calculated the new lease, the value they used for the car was about $7,000 less than what the residual value was at the end of the current lease.

The dealer is correct. BMW has chosen not to sell any of their cars. My 2007 Tundra has the same issue...and I have had it for 8 years.

There is a fix (BMW NA confirmed to me) and right now they are trying to get the inventory up. I was told in late August a letter should go out to BMW owners with instructions on what to do.
