My lease is ending in 2 months and I was considering purchasing my 2013 e93. Does this mean I won't be allowed to buy it?

If it has not been repaired yet, and the stop sale is still in effect, then yes, that is what it means, you cannot buy it from BMW. However, they have been working some very nice deals to keep people in their leased cars, extended leases with reduced monthly payments and the like, so you should look into that with the dealer.

There is a fix (BMW NA confirmed to me) and right now they are trying to get the inventory up. I was told in late August a letter should go out to BMW owners with instructions on what to do.
