Directional tires

I bought a set of used wheels with tires as a dedicated track set. The tires are Federal 595 RS-RR's and are directional. There is wear on the outer side of the tire. To use the the better side of the tire is it perfectly fine to rotate them around the car even if the direction of the tread is backwards? This is with a square 275 setup.

Yes, you can run them backwards as long as there is not a difference in tread construction on the inside versus outside -- some tires use different compounds or reinforce the inner portion.

Directionality only matters for evacuating water.
