E90 oem fender liner parts confusion

Long story short, I'm in the process of correcting/replacing some parts of my car from wear and tear, and im doing the left side felt and the front portion of the left side fender liner now. I am very confused as to what this #9 in the photo is. bmw calls it a "lower deflector" but it is not clear to me where it would even go, and i did not have one on the car when I removed #4 and the lower air damn corner felt. any help is appreciated, preferably with visual explanation lol.

its sort of a part of the lower front fender. it slides in above the front felt i think. its not a common part to break unless you have a collision with some tire tread or something. here is another diagram.

Interesting, maybe that's why my felt was so flimsy in the first place. and the screws that hold the felt in also hold it in?

It's probably what the felt screws into. It houses some of those clip nuts. The felt and fender liners should be firmly secured and not flimsy when installed correctly.

the felt itself has some clip nuts: 51-75-7-896-419

but i don't see any in the photos for the 51718044951

which is why im confused how it actually mounts and where.

derbo ty for the reply. in that pic it seems like the assembly "11" is omitted? which is also what a dealer parts dept. told me. meaning maybe that piece isnt on the m3's at all?
