Wiper fluid not spraying

The pump seems to work - normal noise when I pull the stalk - but nothing is coming out and the fluid level is fine.

It looks like the passenger wheel well provides access to the filter at the bottom of the reservoir which is likely clogged...but as a quicker fix I thought I'd try blowing in the wiper fluid hose where it connects by the base of the passenger side wiper and blow in it?

I gently pulled on this connection and it didn't want to let go. Should I pull harder?

Update: It was algae build-up in the reservoir. Draining it and cleaning the washer pump filter fixed it.
