Are throttle actuators rebuildable once they fail?

I saw a video on YouTube where someone rebuilt their throttle actuators after one of them failed and it didn't resolve the issue. He said that if an actuator fails, it ruins the circuit board in most cases so it needs to be replaced. Is this true?

The circuit board can be refurbished also, but not by the average person. Look up mpowermotorsports dot org
