Wrinkled fender (well, wing actually...)

Have any of you guys had this problem? My mini-poll of UK owners suggests about 40-50% have this wrinkle in the right hand wing (sorry - fender).

Mine seems to be getting worse, with the result that the clear coat on the front tip of the wing - sorry - fender gets chipped when closing the bonnet - sorry - hood...

Dealer thinks it might be heat related, and insufficient float/freedom of movement in the wing fixing points, but I think it is a manufacturing defect, rather than assembly. They have had 2 goes at fixing it (using a hot air gun on the wrinkle) but it gradually returns, and the wing/bonnet gap closes up again. I don't really want to have a new wing fitted, but it is looking like this might be the only proper fix.
