He is talking about the huge rhino-like (or balooga whale-like as some critics call it) hump on the nose edge of the hood just over the radiator. Apparently, the engine is too long so they had to stretch the nose out quite a bit. It looks really ugly and makes the front overhang look a lot longer than the tail overhang (See picture below).
M3's power bulge is exactly where it is supposed to be. Well behind the front axle close to the cabin. IS350 is indeed nicer looking than the 335 because it has great proportions. The M3 is way nicer and proportionate looking than the IS-F.

everyone got there own opinion i guess.....IMO the ISF look like some litte toy car, the design is ridiculous .....but to each his/her own

I happen to agree with that, the E46 looked far more aggressive than the E9?, in fact the only real tell tale sign that it's not a plain 3 series with an M/Sport kit is the bonnet bump. Though I do think that Lexus were trying too hard to impress, it's hood is huge and the quad pipe a bit tacking, apart from that it looks surprisingly good.

I think E46 M3 was the most perfectly proportioned BMW ever (not because I am biased as I own a 330 ZHP). However, the E9X in real life looks equally as aggressive especially modded, if not more.

They actually have aged quite gracefully and are from an era of BMW design regarded by many as the company's finest. Keep in mind the E39 M5 and E46 M3 share a ton of styling cues and were both sculpted under the direction of the same //M boss (Ulf Weidhase) .

Yep. The word "contrived" comes to mind, although I agree with Bruce that the car looks much better in person than in photos.

I really like the coupe in real life. The sedan looks a lot nicer in pictures, but in real life they both are nice in their own ways.
However, modded is a different story. The coupe just cannot look this nice with all the mods in the world: http://www.m3post.com/forums/showthread.php?t=312294 This is what I call "perfect proportions". Quote:

I think your camera angle somewhat de-emphasizes the "elongation and thickening" of the nose. That is the biggest downfall of the styling that the front overhang is longer than the tail overhang. If the proportions looked like the IS350 with bulges added all over the place, it would have been almost a tie with the M3 in terms of looks.
It is very very obvious when you see one on the road or a picture that is taken directly from the sides at the same level especially while comparing it to IS350:

Don't know. The elongated and "fattened nose" looks incredibly ugly. The front overhang is longer than the rear overhang. The IS350 has very athletic looks with short overhangs.
