Raise the car. ET13 is way too aggressive, not being able to fit even a 245 front is crazy, even with a drop. Only choice is to raise it (or get new front wheels.) That is probably the best option and would allow you to get better stagger. 245/295 should be interesting...

Your front tire rubbing the fender liner is a combination of the +13 offset and the 35 series tire, not the 245 width. I ran a 9.5 +20 wheel with a 275/30/19 tire in the front with no rubbing. Your tire diameter is too large for that offset. I also ran a 10.5 +22 with a 295/30/19 in the rear, and I barely didn't rub due to the Hankook not being as wide as the AD08. You might be able to shave the wheel mounting surface a couple millimeters to get the required fender clearance if you have to run those wide tires. Raising the car up probably won't fix anything.
