Is this a normal sound and if not what could it be?

I have had this sound for a while now and finally took out my phone and tried to record this high pitched sound. It is sometimes a little annoying to hear, but I don't know if there is something I can do about it or if its just normal. Basically, the sound occurs when I barely press on the gas pedal right before the car pulls. In the video at about 30-40 second mark I am rolling at about 40 MPH in 3rd gear and I am just tapping on the gas right before the car starts pulling. You can hear the high pitched whizzing/whirling type sound. This happens right before the car starts to pull forward. Can anyone tell me what this sound is?
