Tensioner pulley

I was just replacing the idler pulley and noticed that one of the belt on the tensioner pulley is not centered. See picture. Is that normal? Or is it slipping out? It is approximately quarter inch out from the base of the pulley. I tried pushing it back in but once I start the car, it goes back to this position.
