Tensioner pulley not moving

Hi,
I noticed one of the bolts on my tensioner pulley became loose (bolt 2 in image). It's probably due to my own fault after doing a test run with the car and forget to put back the alternator bolt, the vibrations probably caused some constraint on the pulley that led to this situation.
Fortunately, I noticed something was wrong before anything bad happen.
However, after torquing it down, I can not tension the pulley anymore using a wrench on the central bolt 3, it just doesn't move no matter how hard I try. It only works if I untighten bolt 2 a bit.
Now I'm starting to wonder if i'm stupid and if it's supposed to be that way or not

Bolt #1 and bolt #2 are mounting bolts for the tensioner.

#3 is used to release tension on the belt. Turn clockwise to release tension. Turn counter clockwise to loosen the bolt to remove the pulley.

Right, that's what I always used to do turning clockwise on #3 to release the tension. But now that I re-torqued bolt #2 after it became loose, turning clockwise on #3 do not release tension anymore

When i replaced alternator the only way i got that pulley to move was start around 2-3 oclock position and press down aka clockwise
