That wear is an indication you're exceeding the limits of the tire and beating it up.
I'm assuming that tire was on the front axle.

To be clear, first and foremost, I interpret dragging a tire across the surface to be a toe issue. As for my observation, I am running in FStreet SCCA which only allows for alignment pins pulled, which means insufficient camber up front. I get -1.6 to -1.8 side dependent. Give me -2.5 or more even, and I'd be really happy and you'd probably never see this wear.
