I didn't bother the PD for those reasons and also because I dont care too much about my daily driver... but you can't tell me if you were behind this guy and he cracked your windshield and put a dent on your hood, you'd brush it off.
I wanted cops to give him a ticket or something. someone else may want to get a police report and file a claim with insurance if their car is damaged pretty bad

Yes, if he caused damage I'd report him and file a claim, but it sounds like he's just making a mess after pulling off a site nearby? I can't tell you how many times I've had shit hit my car, like little rocks, or mud/dirt from dump trucks. They will just say it says "stay 100ft back" or whatever they put on the tailgate. Its pretty common in my area.
