My point to sedan is there is no distinction. You can't have one without the other. You can't have a sweet cake without any sugar. You can't have systemic racism with out racism.

There is systemic/institutional racism such as:
-Redlining
-Racial discrimination in the USDA (see Pigford v. Glickman for discrimination against ack farmers)
Just to name a couple.

And this is caused by the practices of individual racism within institutions. Then there's overt individual racism that's expressed person to person. Systemic racism is more insidious, harder to prove, and is easily accomplished with deniability.

If you are genuinely asking question #2 out of curiosity, I recommend simply looking it up.
