I figured I'd follow up on this in case anyone else came looking for the relay. It's located in the electrical box in the engine bay under the right side air filter. You have to take off the entire shroud to get to it. It's the pink relay in the picture.

I tried testing the pump per the P1411 instructions but it didn't turn on. I ended up pulling out the pump and bench testing it and it turns on so the pump seems to be good. Next I checked the voltage in the relay terminal with the ignition on and I don't seem to be getting any voltage in the 30 or 87 terminal which would explain why the pump didn't turn on during the test. I did get 4.38v in the 85 terminal and 12v in the 86 terminal.

Now I'm trying to find a fuse for the SAP. Anyone out there know where that is or have some other input on what could be going on?
