It's not normal. There is a public awakening to the issue in recent years and legal actions are being taken. Top offenders are Audi, BMW, subaru and Honda. A manufacturer cannot defend selling the same model with huge disparities in quality control between units and then refuse to address affected customers. Several automotive consumer advocates are exposing the bad apples like BMW.
